I have seen a rig like this on a U haul service truck so it could carry one trailer and pull a second,
I also know here in Ontario at least a pickup can pull 2 trailers as long as the max weight is within spec and the first trailer has brakes on all axles. also if its over 13'6 he might clip a few bridges on the highway.
